DALLAS – State Senator Royce West has introduced a bill aimed at exempting day care facilities from property taxes, with the goal of reallocating the savings toward increasing worker salaries.

Local Impact:

Senator West has been dedicated to advancing initiatives for day care centers, continuing his efforts from the previous legislative session. This bill reflects his commitment to supporting early childhood education programs, including facilities such as Kids Are Us Learning Center in DeSoto.

“As we succeeded in passing legislation last session, and with the support of Texas voters, day care centers offering the Rising Star curriculum are now eligible for a tax exemption,” Senator West explained.

The proposed 100% property tax exemption applies solely to centers participating in the Texas Rising Star Program. This state-endorsed rating and improvement system sets stringent standards, ensuring early childhood programs meet higher benchmarks for quality.

Additionally, Senator West is championing tax relief for child care facilities that lease space, encouraging building owners to pass the savings on to operators, such as Journey Child Development Center.

Stakeholder Perspectives:

“We are excited about this approval—it’s long overdue, and it sets us apart,” remarked Marga Morgan of Kids Are Us Learning Center.

“This relief will significantly benefit us,” shared Danyell Smith of Journey Child Development Center. “As I’m responsible for covering tax surcharges under my triple-net lease, the anticipated savings of approximately $12,000 over the next few years will be invaluable.”

These financial benefits will be directed toward critical areas like employee compensation and facility improvements.

“I strive to retain staff by providing fair and livable wages, ensuring they can continue making a positive impact,” Smith added.

“Beyond payroll, these funds will allow us to enhance our facilities and update our equipment,” Morgan noted.

Future Outlook:

In the current legislative session, Senator West has pre-filed a new bill to extend property tax relief to all child care facilities, regardless of participation in the Rising Star program.

“This measure will not only alleviate costs for families relying on day care but will also ensure better quality education for children,” Senator West stated.

For center operators and parents alike, this bill promises a significant step forward in improving both accessibility and educational excellence in early childhood care.
