Carroll ISD in Southlake Now Face 8 Civil Rights Investigations

SOUTHLAKE (WBAP/KLIF News ) – Carroll ISD in Southlake is facing even more scrutiny from the U.S. Department of Education.

The district is now the subject of eight federal civil rights investigations, a DOE official confirmed on Thursday.

The probes come in the wake of the controversial decisions in the past few years to roll back protection for students based on race, gender, religion and sexual orientation.

A department official outlined the investigations in a statement.

“Three investigations are open under the Section 504 of the Rehabilitation Act of 1973 and Title II of the Americans with Disabilities of 1990, two are open under the Title IX of the Education Amendments of 1972 and three are open under the Title VI of the Civil Rights Act of 1964,” read the statement.

According to the DOE, the three new investigations were opened last month.

Carroll ISD has been mired in controversy in recent years over how officials have handled issues regarding diversity, equity and inclusion.

In December 2021, the district approved a settlement which effectively disbanded the district’s diversity council and rejected their Cultural Competence Action Plan.

In February 2022, months after three federal civil rights investigations opened, the NAACP Legal Defense and Education Fund filed a civil rights complaint on behalf of the Cultural & Racial Equity for Every Dragon, the Southlake Anti-Racism Coalition and students who say they experienced harassment while at school.

Last December, the district drew headlines again for rolling back protections for students based on race, gender and sexual orientation.

According to the district, Carroll ISD’s Code of Conduct outlaws discrimination against students based on their sex, which includes the district’s LGBTQ+ students. The Code is aligned with OCR’s non-discrimination statement.
